Already in the first phase, there are plans to commission eight biomethane plants

The Cabinet of Ministers of Ukraine has approved the Program for the Development of Biomethane Production through 2035. It calls for a gradual increase in production capacity for this type of biofuel to 2.1 billion cubic meters annually. In this way, the government aims to unlock Ukraine’s potential as a major producer and expand exports to the EU.

This was announced by Energy Minister Denys Shmyhal.

The development of this sector in Ukraine could help Europe reduce its dependence on Russian hydrocarbons, while helping Ukraine itself strengthen its energy security.

What the government program entails

According to the energy minister, the program includes the following measures:

  • construction of new biomethane plants;
  • modernization of existing biogas facilities;
  • creation of investment incentives for businesses;
  • deregulation regarding the connection of biomethane producers to gas transmission and distribution networks.

According to the Minister of Energy, the first stage of the program’s implementation calls for the commissioning of eight biomethane production plants. Establishing institutional prerequisites for the full operation of the sector will also form the foundation for further steps.

“Our ambitious goal is to reach biomethane production volumes of 1 billion cubic meters per year by 2030 and to increase this to 2.1 billion cubic meters over the following five years,” said Denys Shmyhal.

Earlier, EcoPolitic reported that Germany had announced its intention to import Ukrainian biomethane for heating needs.

For its part, biomethane in Ukraine has the potential to fully replace natural gas. However, to achieve this, the sector requires investments of at least $40 billion.

In 2025, Ukrainian producers began exporting biomethane to the European Union. During the first year, 11 million cubic meters of gas were sold.
