The state enterprise Guaranteed Buyer has developed proposals for changes to the law on the electricity market, which will allow the export of green electricity to the EU.
The head of Guaranteed Buyer, Artem Nekrasov, said this, stressing that proposals for changes to the law "On the Electric Energy Market" have already been submitted to the Verkhovna Rada Committee on Energy and Housing and Communal Services, reports Interfax-Ukraine.
"Practically throughout February, we actively worked together with the Energy Committee, the National Commission for State Regulation in the Energy and Utilities Sectors (NEURC), and the NEC Ukrenergo," he said.
Nekrasov added that the final version of the proposals had already been agreed with the regulator and Ukrenergo. It is expected that soon these changes will be considered and approved in the parliament. If the draft law is quickly adopted, Harpok could start exporting within a few months.
"The preparation of the secondary regulatory framework has also already begun, but everyone is waiting for the final version of the law. We hope that the Energy Committee, the NEURC and the government will make maximum efforts to allow us to export green electricity to the EU as soon as possible. After all, this is a real chance to help our country in such difficult times," Nekrasov emphasized.
He noted that this issue is especially relevant in the summer, when there is more energy. Its export is also one of the opportunities to avoid imbalances and thereby reduce the burden on the Ukrenergo tariff. After all, in the period from March to September, the generation of green electricity will increase. Ukrenergo will have to limit its production due to the surplus and pay compensation for this.
Nekrasov emphasized that at the end of 2022, the Ministry of Energy has developed several draft laws to support the RES sector, in particular "On guarantees of origin of electric energy produced from renewable energy sources".
The head of Guaranteed Buyer explained that granting the company the right to export green electricity, combined with the launch of guarantees of origin, will allow:
- launch a company with a product that is in demand on European markets;
- to remove the load from Ukrenergo, which compensates renewable energy generation for the amount of the green tariff and limits its production in the event of a surplus.
"We are not asking about increasing profits, but about the possibility of selling electricity in volumes that were always limited during this period, in those markets where there is a demand for it," he emphasized.
Nekrasov also noted that the export of energy in 2022 in the period of July-October 2022 made it possible to attract an additional 2.8 billion hryvnias to cover the special duties of supporting tariffs for the population.
Earlier, EcoPolitic wrote, that the state enterprise Guaranteed Buyer is interested in the export of electricity produced from renewable energy sources and is working on changes to the legislation that would allow it to do so.
As EcoPolitic previously reported, Ukraine plans to achieve 30 GW of renewable energy by 2030, which will account for 50% of the RES share in the energy mix, and to export 15 GW of green hydrogen and electricity to the EU.
