Ukrainians can complain about an illegal landfill to the National Police, the State Environmental Inspection of Ukraine, SaveEcoBot, or the hotline of the Ministry of Environmental Protection.
This is reported by "Ukraine without garbage" on its Facebook page. They explained to Ukrainians what to do if you found an illegal landfill.
"All waste is the subject of property rights, and according to the Civil Code, the owner cannot use the property rights to harm the rights, freedoms and dignity of citizens, public interests, worsen the ecological situation and natural qualities of the land. The Law on Waste prohibits unauthorized dumping and placement of waste, which may pose a danger to the natural environment and human health. According to the Law "On Waste", the implementation of state policy in the field of waste management, establishment of separate collection and ensuring the elimination of unauthorized landfills within settlements is within the powers of the authorities of local self-government. Throwing away garbage in places not specially adapted for this purpose entails disciplinary, administrative, civil or criminal responsibility," the ecoactivists explained.
There are two algorithms for actions when complaining about an illegal landfill. If the owner of the waste is known, it is necessary to contact the local office of the National Police, which should start a pre-trial investigation, identify the guilty persons and bring them to justice.
But most often, it is almost impossible to establish the owner of the waste, and the waste is then considered to be without an owner – in this case, you need to contact the State Environmental Inspection of Ukraine, SaveEcoBot or the hotline of the Ministry of Environmental Protection.
