EU expects Ukraine to adopt a new draft law on environmental control in 2024

Environmental protection is one of the main functions of the state

The European Commission expects Ukraine to adopt draft law No. 3091 "On State Environmental Control" as early as 2024, the Save Dnipro NGO reports on Telegram.

The working versions of draft law No. 3091 state that the renewed State Environmental Inspectorate will be the only environmental control body, which will receive additional powers. It also provides for increased liability for violations of environmental legislation.

According to the organization's representatives, Ukraine inherited a system where several agencies monitored compliance with environmental legislation. This created additional pressure on business and opened the door to corruption, and the emergence of large oligarchic businesses led to uncontrolled environmental pollution.

"The disappointing state of affairs is seen not only by us, but also by our European partners. The report of the European Commission indicates that Ukraine is expected to adopt a new law on eco-control as early as 2024," Save Dnipro emphasizes.

As EcoPolitix previously reported, the Verkhovna Rada in February 2021 sent draft law No. 3091 "On the reform of state environmental control" to the Committee for finalization.

In July 2021, the Verkhovna Rada of Ukraine at an extraordinary meeting adopted in the first reading draft law No. 3091 "On State Environmental Control", which, in particular, liquidates the State Environmental Inspection and provides for the creation of a new environmental control body.

Draft Law No. 3091 "On State Environmental Control" is awaiting second reading from 2021. The State Environmental Inspection has developed a draft order of the Cabinet of Ministers regarding the Strategy for reforming the state eco-control system and its implementation plan for 2024-2026 and announced the start of its public discussion.
