The slowdown in the fuel crisis is one of the consequences of the over-regulation of the environmental impact assessment (EIA) procedure.

This opinion was expressed by the President of the Professional Association of Ecologists of Ukraine (PAEU) Lyudmila Tsyganok in exclusive interview for EcoPolitics.

"In April, the aggressor concentrated missile strikes on our fuel infrastructure: destroyed gas stations, several times attacked the country's main oil refineries - Kremenchug refinery PJSC "Ukrtatnafta" and refinery "Naftohimik-Prykarpattya", refinery in Lysychansk," said expert.

According to the PAEU President, the existing industrial facilities cannot quickly restore industrial capacity, as every new drilling, repair of wells and their facilities in the Ukrainian reality requires ATS.

"As a result - the impossibility of rapid recovery of raw materials, shortage of gasoline and diesel, the introduction of limits on the purchase of fuel at gas stations, a partial return to the coupon system," she explained.

According to Gypsies, the lack of fuel has become a motive for accelerated greening under martial law.

Asked whether Ukrainians today have a chance to transform from a society of consumption to a society of conscious consumption, the expert answered in the affirmative. According to her, the limited nature of all natural resources encourages everyone to become more economical and environmentally friendly.

Gypsies noted that never before have so many leaders of communities and cities unanimously urged citizens not to produce unnecessary garbage.

"We are learning to use less packaging and produce less waste so that there is no garbage collapse where there is a problem with the removal of household waste," said the PAEU president.

According to the expert, it is during the war that every Ukrainian can and should learn to rationally use natural resources, prevent the formation of excessive, economical use of energy and water, and so on.

Tsyganok also stressed that for the period of wartime and for three months after its end, it is absolutely necessary to simplify the procedure for environmental impact assessment.

It will be recalled that the Environment Committee of the European Parliament in the framework of the climate package Fit for 55 supported the proposal of the European Commission on ban on the sale and registration of petrol and diesel cars from 2035.
