Following numerous complaints and appeals from citizens, the State Environmental Inspection conducted an unscheduled inspection of Dolomine LLC’s operations. The company is developing the Negrebivskyi dolomite deposit in the Radomyshl community of Zhytomyr Oblast. Environmental inspectors found that the company is violating environmental protection laws and failing to comply with the conditions of the environmental impact assessment (EIA) conclusion.
This was reported by the Ministry of Economy, Environment, and Agriculture.
The State Environmental Inspectorate of the Polissya District conducted an inspection from April 22 to May 5. The basis for the inspection was orders and approvals from the Ministry of Economy, Environment, and Agriculture of Ukraine, the State Environmental Inspectorate of Ukraine, and the Polissya District Environmental Inspectorate.
Dolomine LLC has all the necessary permits—from a special permit for subsoil use to the EIA report. However, as it turned out, “clean” documentation does not guarantee compliance with the law.
“The inspectors recorded a number of violations of environmental legislation and failure to comply with the conditions of the EIA conclusion,” the Ministry of Economy reported.
What regulations did the company violate?
The range of violations by Dolomine LLC proved to be quite broad. In particular, the following facts were highlighted:
- The company used municipally owned land plots but did not compensate for the damages, including for green plantings.
- Environmental inspectors suspect the company of providing false or incomplete data for the EIA procedure. This is evidenced by discrepancies in the documentation regarding soil characteristics.
- The enterprise carried out work beyond the boundaries of its land easement.
- A whole set of violations concerned water resources. The company violated the terms of special water use regarding quarry water discharge, failed to provide water intake accounting and mandatory reporting, and did not equip a system for collecting and treating storm and meltwater.
- Additionally, instances of waste mixing were revealed.
Environmental inspectors took water samples from the Bilka River but did not record any exceedance of discharge concentrations.
What happens next?
After identifying the violations, Dolomine LLC received an order requiring remediation. The deadlines are clearly defined, and compliance is mandatory.
Administrative offense protocols were drawn up for the company’s director. These are promised to be referred to the court.
The materials on breaches relating to the relocation of the fertile soil layer and work outside the designated land plot will be forwarded to the State Geocadastre.
Background
A week before the inspection began, on April 14, local citizens, activists, and human rights defenders were forced to hold a public press conference to finally draw the attention of the authorities and public to the problems at the Negrebivsky quarry. One of the main points was precisely the inactivity of the authorities – despite complaints, the Ministry of Economy delayed the permit for the environmental inspection for months.
During this time, significant damage has already been done. Participants emphasized that the company's activities are creating a local environmental disaster. Residents have experienced a drop in the water level in their wells. Among the most egregious violations are illegal deforestation with attempts to conceal evidence of the crime and mining operations taking place just 300 meters from the nearest homes.
Machinery entered the quarry in November 2025. Immediately, the dewatering of the reservoir began, which for a long time had served as a recreational site for residents of the Zhytomyr and Kyiv regions. Even then, activists reported violations of Environmental Impact Assessment (EIA) requirements and appealed to the prosecutor general’s office.
Later, the company organized deforestation, which in the documents was described as “maple shrubbery.”
