The Ecocommittee considered 3 important European integration draft laws

The creation of the territories of the Emerald Network causes lively discussions in the Parliament

At its meeting on Monday, September 5, the Committee on Environmental Policy and Nature Management considered the state of development of 3 European integration draft laws, in particular draft law No. 4461 "On the territories of the Emerald Network".

The fastest finalization and adoption of these draft laws is important within the framework of Ukraine's obligations regarding the Association Agreement with the EU, Oleg Bondarenko, head of the Ecocommittee, reported on Facebook.

The eco-committee also considered the state of development of draft law No. 7438 "On Amendments to certain legislative acts of Ukraine regarding the use and circulation of pyrotechnic products" and No. 3796 "On Amendments to certain legislative acts of Ukraine regarding the responsible treatment of domestic and wild animals kept in captivity" .

Bondarenko noted that the creation of the territories of the Emerald Network causes lively discussions in the Parliament.

Now draft law No. 4461 "About the territories of the Emerald Network" is under revision (preparing for the repeated first reading). An alternative bill was also submitted to him.

Bondarenko noted that the Committee has a working group on a permanent basis, which has already held about 10 meetings, where proposals for areas are worked out. Thus, the field of subsoil use has already been developed by 85%.

The working group plans to submit a draft version to the Committee for discussion by the end of September.

"A very important issue in the development of the draft law is the block that concerns EIA and Impact Assessment on the Emerald Network. Verification of the concept on this issue will help to process reports qualitatively and not to impose an excessive burden on business entities," Bondarenko noted.

He also added that this draft law is European integration within the framework of the implementation of two directives and four conventions, and also corresponds to the current general European course.

This document contributes to the achievement of global goals set by the EU Biodiversity Strategy until 2030, the European Green Deal and the UN Framework Convention on Biological Diversity.

"Therefore, it is very important to integrate these norms in a balanced manner in such a way that the Law works," Bondarenko emphasized.

After the first reading draft law No. 7438 "On amendments to some legislative acts of Ukraine regarding the use and circulation of pyrotechnic products" 140 amendments were submitted to it. The document is being prepared for the second reading.

Bondarenko said that several meetings were held with professional associations.

Although there are many complex issues to be discussed, the draft law covers:

  • the European Convention on the Protection of Domestic Animals dated November 13, 1987, ratified by Ukraine on September 18, 2013;
  • Directive 2013/29/EU of the European Parliament and the Council of June 12, 2013 on the harmonization of the legislation of the member states regarding the provision of pyrotechnic products on the market and the Technical Regulation of pyrotechnic products (Directive 2013/29/EU).

"Therefore, [the draft law] is not only necessary for adoption, given the realities of today, when pyrotechnic explosions can simply be confused with enemy shelling, but also because this draft law is part of our obligations to the EU," said the head of the Eco Committee.

It is planned that the draft law will be put to a vote by the end of September.

People's deputies also reviewed the state of development draft law No. 3796 "On Amendments to some legislative acts of Ukraine regarding the responsible treatment of domestic and wild animals in captivity", which had a resonance after its presentation.

Bondarenko said that the Working Group is currently cooperating with the State Production and Consumer Service, in particular with representatives who were simultaneously working on the process of identification of animals from the Ministry of Statistics regarding the possible registration of animals through Diya.

Earlier, EcoPolitic wrote, that according to "Energy Under the Dome", draft law No. 4461-d about the territories of the Emerald Network will have a negative impact if the essential points are not refined.

As EcoPolitic previously reported, the Verkhovna Rada registered the proposed law limit the sale of pyrotechnic products, their transmission and use, such as fireworks and firecrackers.
