In 2023, for the first time at the state level, clear measures were taken to implement the decarbonization policy

The head of the State Agency on Energy Efficiency and Energy Saving, Hanna Zamazeyeva, said that one of the key achievements of the agency in 2023 was the creation of the State Fund for Decarbonization and Energy Efficient Transformation, which will start operating on January 1, 2024.

The key areas of work in 2023 were energy efficiency, development of alternative fuels and decarbonization, she wrote on her Facebook page.

Zamazeyeva emphasized that in 2023, the State Agency on Energy Efficiency and Energy Saving worked on:

  • preparation of 14 projects of normative legal acts for the implementation of the law "On energy efficiency";
  • development of 12 technical regulations on ecodesign and energy labeling;
  • the adoption of the law "On the combined production of thermal and electric energy (cogeneration) and the use of waste energy potential" regarding the development of highly efficient cogeneration" and the preparation of 6 by-laws;
  • development of energy management, energy service, biomethane.

Among other achievements of the year, she named:

  • creation of the State Fund for decarbonization and energy-efficient transformation, which will help implement the European "polluter pays" principle;
  • development of a unique multi-level and multi-component IT tool – Ukrainian National Decarbonization Platform UANDP. The platform will have a number of functions, including collection and implementation of projects (from technical solutions to financing), popularization and education, monitoring and verification of national goals, etc.;
  • the beginning of the formation of a network of regional offices of decarbonization and energy-efficient transformation. The first offices were opened in Dnipro and Kropyvnytskyi;
  • activation of the development of the field of use of alternative fuels – the first plant for the production of biomethane in Ukraine was opened, a 125 MW boiler house on biofuel was put into operation with an investment volume of $25 million, a number of legislative proposals were prepared.

She emphasized that in In 2023, for the first time at the state level, clear measures were taken to implement the decarbonization policy, which already have a certain result.

Zamazeyeva noted that in 2024, the State Energy Efficiency Agency plans to:

  • to support hundreds of thousands of families in thermal modernization of housing;
  • implement ESCO projects in thousands of public buildings;
  • to modernize more than several hundred enterprises.

"Having such a clear vision, aware of state priorities, implementing a systematic approach to work, aiming at real results, we continue our work and set even more ambitious goals for the next year," she said.

Earlier, EcoPolitic wrote, that in November the second in Ukraine regional office of decarbonization and energy efficiency was launched in Kropyvnytskyi, which will help implement European energy efficiency policy.

As EcoPolitic previously reported, Ukraine is preparing to launch the National Decarbonization Platform (NDP), which will become a key tool for energy-efficient transformation of the country.
