President of Ukraine Volodymyr Zelensky signed the Law "On Waste Management" on Thursday, July 7.
On Friday, July 8 the legislative act was brought to the executors, reported on the website of Verkhovna Rada of Ukraine.
Bill No. 2207-1-d was adopted by the Verkhovna Rada in the second reading and in general on June 20. The relevant decision was supported by 282 People's Deputies, 26 abstained, and another 59 People's Deputies did not vote.
The Framework Law "On Waste Management" provides an opportunity to initiate the changes that Ukraine needs in order to become a member of the European Union.
The law will allow:
- implement the European hierarchy of waste management;
- to organize the planning of the waste management system at the national, regional and local levels;
- close the old landfills, and bring those that remain to European standards;
- create conditions for the construction of modern waste processing infrastructure in Ukraine according to European rules and open borders for investors;
- establish the "polluter pays" principle;
- introduce extended producer responsibility, when the product manufacturer will be obliged to ensure complete disposal of the packaging that was released on the market together with the goods.
The law will allow to improve the waste management system, ensure legislative and regulatory regulation of relations in the field of waste management taking into account the requirements of EU directives, improve the state of the environment and achieve the goals of sustainable development.
As Ecopolitic previously reported, the Verkhovna Rada adopted the Law "On Waste", which will ensure garbage reform.
