In the world, the dismantling and processing of construction waste is a profitable business, and for Ukraine it is also an urgent issue of environmental safety

The Verkhovna Rada of Ukraine as a whole adopted the government draft law No. 8138, known as the Law on Investments. In particular, its effect will extend to the field of waste processing.

This was reported by the head of the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, head of the political party "Servant of the People", Olena Shulyak, reports the press service of the party.

The draft law provides for a new form of state support for investors – partial compensation for the cost of construction of adjacent infrastructure facilities, and also expands the areas in which an investment project with significant investments can be implemented.

In particular, it is about:

  • processing industry,
  • transport,
  • Agriculture,
  • logistics,
  • education,
  • scientific and scientific and technical activity,
  • health care,
  • art,
  • culture,
  • sport,
  • tourism,
  • resort and recreation sphere,
  • IT,
  • waste management.

"In Ukraine, more than 100 million tons of garbage have already been generated as a result of a full-scale invasion, more than a third of which is construction waste. It is important not only to develop the procedure for its use and disposal, but also effective tools to encourage business to enter this complex topic," Shulyak gave an example .

She added that Ukraine is studying international experience in this matter, because garbage can be processed into building materials.

"In most countries, the share of construction waste recycling is on average about 50% of the total production of building materials. For example, in the Netherlands, about 90% of construction waste is reused, in Denmark – 81%, in Great Britain – 45%, in Finland – 43%," the head of the specialized committee noted.

According to her, in the world, the dismantling and processing of construction waste is a profitable business, and for Ukraine it is also an urgent issue of environmental safety and additional opportunities for a comprehensive program to restore the destroyed infrastructure as a result of a full-scale invasion.

In addition, the draft law stipulates that by January 1, 2040, investors will be exempt from value added tax when importing and clearing customs of new equipment and its components. Also, the size of significant investments in investment objects and the number of new jobs created are decreasing.

Earlier, EcoPolitic wrote, that on July 9 European Integration Law No. 2320-IX "On Waste Management", adopted in 2022, entered into force in Ukraine. He launches the garbage reform, in particular, replaces the concept of "waste" with the concept of "raw material" in order to make recycling attractive for investment. The document is a framework, so it requires the adoption of a number of additional acts, most of which are still in the development stages.
