Disposing of unsorted garbage should be expensive – Strilets

The Minister of Environmental Protection and Natural Resources, Ruslan Strilets, said that landfilling untreated waste from general containers should be expensive, in particular due to the increase in eco-tax rates.

Another tool for reducing the amount of waste will be the implementation of the European system of extended producer responsibility, he said on the TV channel Rada, Mindovkillya reports.

Strelets emphasized that intergovernmental consultations are currently underway regarding the revision of tax rates specifically for waste disposal. Such a tax was previously paid for emissions into the air, discharges into water bodies and disposal of waste.

According to him, the goal of the reform is to reduce the amount of waste that goes to landfills in an untreated form. Businesses will pay less if the waste has undergone treatment, and only its inert part has gone to the landfill.

He explained that this will stimulate the development of the processing sector in Ukraine and the creation of the necessary infrastructure for this.

"Today, the whole country needs more than 200 new modern waste management facilities. With the help of financial incentives, we can do our best to have them. We already have a pilot project for the construction of relevant plants in the Kyiv region," Strilets said.

According to him, one more a tool for reducing the amount of waste entering the environment will be the introduction of RBB.

"RVV is an approach in which the manufacturer of a packaged product, such as a bottle of water, must make sure that after use this bottle is returned to him and he recycles it. In the EU, a certain percentage of recycling is set for manufacturers, for example, how many such bottles should be recycled per year. At the same time, in some countries, such indicators reach 50% or higher. That is why fandoms appear, which are known in the EU, but are not yet sufficiently known in Ukraine, other tools are appearing. Because it's cheaper for the manufacturer than paying a fine for not meeting targets," he explained.

The shooter emphasized that already in 3-4 years, manufacturers will bear real responsibility for the packaging waste they produce when selling goods in Ukraine.

Earlier, EcoPolitic wrote, that on September 18, the Cabinet of Ministers registered in the Verkhovna Rada draft law No. 10066 "On packaging and packaging waste", which introduces extended producer responsibility (EPR).
