The government approved additional rules on energy efficiency and groundwater extraction

New rules for artesian waters will allow to quickly provide the population with drinking water after the explosion of the Kakhova HPP

On Tuesday, July 11, the Cabinet of Ministers approved the Procedure for exchanging information in the field of energy efficiency of buildings, as well as accounting for artesian wells.

This was reported by the representative of the government in the Verkhovna Rada, Taras Melnychuk, in Telegram.

He said that the Procedure for exchanging information between central bodies of executive power, qualification centers, institutions of higher education and self-regulatory organizations in the field of energy efficiency of buildings provides for:

  • regulation of information exchange processes;
  • providing the State Agency for Energy Efficiency and Energy Saving with information on the state of affairs in the field of training and certification of energy auditors of buildings.

Melnychuk emphasized that the government also made changes to the Resolution of the CMU dated 08.10.2012 No. 963 "On approval of the Procedure for state accounting of artesian wells, their arrangement with means of measuring the volume of extracted groundwater" regarding:

  • exclusion of the uncharacteristic function of the State Geological Survey to determine enterprises and organizations whose verification laboratories will carry out metrological attestation or verification of means of measuring the volume of groundwater extraction;
  • powers of the Cabinet of Ministers regarding the development of the Procedure for maintaining the state register of artesian wells;
  • periodicity of data submission and updating of the state register of artesian wells to avoid duplication of such data;
  • a unified procedure for submitting data to the register, namely through the subsurface user's electronic cabinet on the State Geological Web Portal.

The press service of the Ministry of Environmental Protection and Natural Resources emphasized that the document establishes uniform rules for the functioning of the Register of wells and at the legal level fixes the concept of "artesian well". This will make it possible to promptly respond to the challenges of wartime and overcome the consequences of the explosion at the Kakhovskaya HPP. After all, it allows to quickly provide the population with drinking water.

"The government continues its consistent policy in the direction of digitalization of the field of subsoil use. With this decision, we create transparent public and business access to data on artesian wells and minimize corruption risks. The water user will be able to enter data on wells through the E-cabinet of the subsoil user without contact and intervention of an official," – stressed the head of the Ministry of Environment, Ruslan Strelets.

As EcoPolitic reported earlier, the Cabinet of Ministers approved a number of environmental regulations, among which the draft law "On Amendments to Article 2 of the Law of Ukraine "On Scrap Metal" and Draft Law No. 9470 "On Amendments to Certain Laws of Ukraine regarding the improvement of issues related to the protection and use of animal and plant life".
