Electricity consumers will know which electricity they receive: from renewable sources or from those that harm the environment

Electricity and biomethane producers in Ukraine will be issued guarantees of the origin of renewable energy. Such measures will help reorient production to a green economy.

This was announced on his Facebook page by Deputy Minister of the Ministry of Energy of Ukraine Yaroslav Demchenkov.

"Guarantee of origin is a kind of labeling for electricity and biomethane. It is a proof that they were produced using a clean energy source. It is in our interest that our electricity and biomethane receive such guarantees," the official said.

Guarantees of electricity origin will be issued by the National Energy and Utilities Regulatory Commission. The agency has already developed the Procedure for Forming and Maintaining a Register of Generating Facilities of Producers and Consumers. The National Commission, together with USAID, is developing a register of guarantees of the origin of electricity from renewable energy sources. It should be launched in August this year.

The State Agency for Energy Efficiency and Energy Saving of Ukraine will deal with the labeling of biomethane. The Department is working on the creation of the Procedure for the functioning of the biomethane register.

In order for Ukrainian guarantees of origin to be recognized in the European Union, it is necessary to implement the EU Directive No. 2018/2001 dated 11.12.2018 "On the promotion of the use of energy from renewable sources" in the legislation of Ukraine. According to Yaroslav Demchenkov, appropriate amendments were made to the laws of Ukraine "On Alternative Energy Sources" and "On Alternative Fuels" for this purpose.

"In order for our labeling of electricity and biomethane to work in the EU, even more needs to be done. In order for EU member states to recognize guarantees of origin issued in a third country, which is currently Ukraine, it is necessary to conclude an agreement between the European Union and Ukraine on the mutual recognition of guarantees of origin, and also ensure the compatibility of systems of guarantees of origin," Demchenkov noted.

He reported that last year the EU adopted a Directive on encouraging the use of energy produced from renewable sources. It provides for the creation of a single EU database for biofuels. The official emphasized that information from Ukrainian registers should also be sent to the specified register.

In order to speed up the recognition by the European Union of the guarantees of origin of renewable energy in countries that are not members of the EU, a corresponding draft "road map" was developed.

"Currently, we are working with the European Commission so that the guarantees of origin for both electricity from renewable sources and renewable gases (in particular, biomethane) from Ukraine are included in the "road map", the official said.
