The Cabinet of Ministers of Ukraine, by its decision of January 2, 2026, established a unified procedure for preparing the National Energy and Climate Plan.
This was reported by the government.
The main provisions of the unified procedure are as follows:
- The NECP is subject to review and update every five years;
- The draft National Plan must undergo a approval procedure with the Energy Community Secretariat. The Secretariat, in turn, may provide recommendations on the document;
- Ukraine will have two months to finalize the document in accordance with the recommendations or prepare a justification for their consideration;
- During the preparation of the draft NECP, consultations with stakeholders and the public must be held.
The government is convinced that the approval of this procedure brings climate and energy policy closer to EU requirements.
“We have created a clear and effective mechanism for interagency coordination, consultations with stakeholders, and cooperation with international partners,” said Vitalii Kindrativ, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
The NECPwas adopted by Ukraine in June 2024. The National Plan aligns the country’s internal climate and energy policies with Regulation (EU) 2018/1999. Ukraine’s first integrated report on the implementation of NECP measures will be presented in 2025.
EcoPolitic previously reported that about $40 billion is needed to implement the objectives of the National Plan. The Ministry of Economy asserted that it would find funding for NECP measures within the Ukraine Facility program, bilateral agreements, and international programs.
Meanwhile, the expert community views the NECP goals with caution, as it does the NDC2 goals. Representatives of the business community have called for dialogue and are ready to cooperate to balance the measures of strategic documents and avoid destroying the energy sector for the sake of ambitious decarbonization targets.
