The Resolution approves the Procedure for Issuance, Circulation and Redemption of Guarantees of Origin of Renewable Electricity

The Ministry of Energy published the text of the draft resolution of the Cabinet of Ministers "On the introduction of guarantees of the origin of electric energy produced from renewable energy sources".

This will contribute to the development of renewable energy and the European integration of Ukraine, the Ministry of Energy reports.

The document aims to launch an effective mechanism for issuing, using and terminating the guarantee of origin of electricity generated from renewable energy sources. It also establishes a procedure for determining the environmental value of green energy. The resolution implements the government's energy security goal.

The explanatory note to the resolution states that the origin of electricity produced from renewable energy sources is confirmed by guarantees of origin. They are issued free of charge in accordance with the procedure for issuing, circulating and redeeming guarantees of origin of green energy, which is approved by the Cabinet of Ministers. Proposals for this procedure will be prepared by the National Energy and Utilities Regulatory Commission (NEURC).

The resolution provides for:

  • approval of the Procedure for Issuance, Circulation and Redemption of Guarantees of Origin of Electric Energy Produced from Renewable Energy Sources;
  • approval of the Procedure for determining the environmental value of electric energy produced from renewable energy sources;
  • the loss of validity of Resolution No. 771 "On approval of the Procedure for issuing, using and terminating the validity of the guarantee of origin of electric energy for economic entities producing electric energy from alternative energy sources".

Earlier, EcoPolitic wrote, that on June 30 The Verkhovna Rada adopted as a whole draft law No. 9011-d "On Amendments to Certain Laws of Ukraine Regarding the Restoration and Green Transformation of the Energy System" (Law No. 3220-IX).

As EcoPolitic previously reported, in January The State Agency for Energy Efficiency and Energy Saving completed the development of a register of guarantees of the origin of biomethane.
