The Ministry of Environmental Protection and Natural Resources published the first reference documents on Best Available Technologies and Management Practices/BREFs on iron and steel, cement, lime and magnesium oxide production, and on energy efficiency.

Documents will help in eco-modernization of Ukrainian industry, reduce industrial pollution and allow national producers to enter European markets, reports Ministry of Environment.

The message noted that one of Ukraine's obligations under the Association Agreement with the EU is the implementation of Directive 2010/75/EC of the European Parliament and the Council "On Industrial Emissions" (integrated pollution prevention and control). The conclusions of the BREF are adopted by the decisions of the European Commission and are the basis for establishing maximum permissible emissions and issuing permits for installations covered by Annex I of the Directive on industrial emissions.

The press service emphasized that the war caused colossal destruction to Ukrainian industry. Its restoration will require significant resources, which will be difficult for the business to find on its own.

"The reform in the field of industrial pollution prevention will not only contribute to reducing the negative impact on the environment, but will also provide an opportunity to restore and rebuild facilities according to modern European standards and attract investments from international partners for this," the message emphasized.

The following BREFs are currently published on the website of the Ministry of Environment:

  • Iron and Steel Production (IS);
  • Production of Cement, Lime and Magnesium Oxide/Production of Cement, Lime and Magnesium Oxide (CLM);
  • Energy Efficiency/Energy Efficiency (ENE).

It is noted that the implementation of these documents will be discussed with representatives of industry, the public, the scientific community, authorities and other stakeholders. The Ministry of Environment will provide additional information on the date and place of the discussion.

Earlier, EcoPolitic wrote, that the Verkhovna Rada in July 2021 for the third time failed to vote for draft law No. 4167, which provides for the establishment of an industrial pollution control system within the framework of the "Best Available Technologies and Management Methods for Ukraine" project.

As EcoPolitic previously reported, Ukraine increased in June-August the level of fulfillment of European integration obligations in the environmental sphere up to about 63% from 61%, and in 2 years this indicator will be able to reach 75%.
