Businesses are worried about the significant costs of implementing BTM and are afraid of eco-modernization

The Ministry of Environment Protection and Natural Resources held the first round table with representatives of the public and business to discuss three translated reference reference documents on Best Available Technologies and Management Practices (BTMs).

The launch of the reform to reduce industrial pollution and the introduction of BTMs will provide an opportunity to rebuild enterprises destroyed by the war and attract the necessary investments for this, the Ministry of Environment reports on Facebook.

It is noted that the first BTMs relate to modern standards of eco-modernization in the fields of energy efficiency, production of cast iron, steel, cement and lime. Specialists of the Ministry of Environment together with experts of GIZ projects "BAT for Ukraine", "GIZ Energy efficiency" and "APENA 2" have already translated 13 such documents. Work is currently underway.

The Minister of Environmental Protection and Natural Resources, Ruslan Strelets, emphasized that the implementation of the 75th EU Directive is one of Ukraine's obligations within the framework of the Association Agreement. Sustainable industry and reduction of environmental pollution is one of the elements of the European green course.

"Due to constant missile attacks, our industry operates at only 25% capacity. Each destroyed object will need to be rebuilt anew. Even today, there is no doubt that post-war reconstruction should take place taking into account modern green technologies according to EU standards. This is emphasized by the President and the Government of Ukraine, and our international partners pay attention to this," said Strelets.

It is noted that according to the Kyiv School of Economics, in 2022, at least 109 large and medium-sized enterprises suffered direct losses as a result of the war. Their restoration will require significant resources, which are difficult for businesses to find on their own. However, one of the key conditions for the provision of funds by international financial institutions is the achievement of European environmental standards.

"The European experience shows that the benefits of implementing BTMs for both enterprises and the state as a whole exceed the costs of eco-modernization by more than 10 times," the message emphasized. – Therefore, the Ministry of Environment is open to dialogue and is interested in the understanding and acceptance of the reform by all stakeholders, because its success depends on this."

The press service emphasized that business is worried about the significant costs of implementing BTMs and is afraid of eco-modernization. The Ministry of Environment plans to create a separate platform for dialogue, where it will attract business representatives and international partners.

It is noted that appropriate round tables will be held for each of the BTMs, and separate working groups will be created with the participation of representatives of state bodies, business, the public, scientists and experts for their effective processing.

"A comprehensive dialogue will allow us to launch the reform in the shortest possible time and with the most balanced result for the sake of the country's green future," said Strilets.
