The reform of industrial pollution will effectively be a "green" recovery after the war

The team of the Ministry of Environmental Protection and Natural Resources, together with Ukrainian and international experts, is preparing an alternative draft law on the prevention of industrial pollution.

The document, among other things, should contribute to the eco-modernization of large industrial polluters, the Ministry of Environment reports on Facebook.

The press service emphasized that the alternative bill also has:

  • introduce a systematic and consistent approach to reforming the permitting system in the field of industrial pollution prevention and reduction;
  • to increase the effectiveness of coordination of actions between all stakeholders, i.e. interested parties.

There are currently 3 "pre-war" draft laws in the field of industrial pollution prevention, which recently were considered by the People's Deputies at a meeting of the Verkhovna Rada Committee on Environmental Policy and Nature Management:

  • No. 6004 "On integrated prevention and control of industrial pollution";
  • No. 6004-1 "On prevention, reduction and control of pollution arising as a result of industrial activity";
  • No. 6004-2 "On ensuring the constitutional rights of citizens to an environment safe for life and health."

The message emphasized that these documents should launch one of the largest and most relevant reforms in the environmental sphere. Namely, launch the eco-modernization of industry and implement the provisions of Directive 2010/75/EU, implement the best available technologies and management methods, which is one of the conditions for Ukraine's full membership in the European Union.

The authors emphasized that due to the full-scale war, a large number of infrastructure facilities were completely destroyed, and therefore the level of industrial pollution decreased.

According to the Kyiv School of Economics, without complete information on enterprises in the temporarily occupied territories, at least 412 enterprises have been damaged or destroyed, of which 64 are large and medium-sized enterprises.

"There is an understanding that the industry will be rebuilt, and it is logical to do it taking into account modern green technologies. Therefore, the relevance of the reform of industrial pollution, and in fact green restoration, remains," the message emphasized.

It is noted that both Ukrainian and international experts, in particular from Germany, the Czech Republic, and Latvia, worked on the implementation of the reform of reduction and control of industrial pollution. The document should be presented to the Verkhovna Rada Committee on Environmental Policy and Nature Management at the next meeting.
