The Ecocommittee postponed consideration of draft law No. 9484 "On scrap metal"

The Parliamentary Committee on Environmental Policy and Nature Management recommended that the Verkhovna Rada adopt it as a basis draft law No. 9116 "On forest reproductive resources".

The document brings the provisions of the national legislation as close as possible to the European ones in the field of forest reproductive resources, attracting investments and new technologies, says the website of the EcoCommittee.

As you know, the draft law establishes legal and organizational principles and ensures legal regulation of relations in the production and circulation of forest reproductive material in Ukraine, its import and export.

It is noted that the environmental committee also considered the draft law No. 9596 "On establishing a rate of zero hryvnias of environmental tax for carbon dioxide emissions for installations that make such emissions as a result of burning biofuel." The Committee on Finance, Taxation and Customs Policy was recommended to establish such an eco-tax rate for installations that correspond to the best available technologies.

People's deputies decided to consider draft law No. 9597 "On Amendments to the Law of Ukraine "On Alternative Fuels" regarding the creation of a register of installations that use biofuel as the only type of fuel" after receiving the opinion of the European Commission.

"According to the Association Agreement, Ukraine is obliged to hold consultations with the European Commission in order to assess the compatibility of the draft law with the relevant provisions of EU law," the message explained.

The Eco-Committee also recommended to the main Committee to adopt as a basis and as a whole Draft Law No. 0226 "On the Ratification of the Agreement between Ukraine and the EU on Ukraine's Participation in the Civil Protection Mechanism of the Union".

In the message, it was emphasized that the eco-committee postponed the consideration to one of the next meetings Draft Law No. 9484 "On Amendments to Article 2 of the Law of Ukraine "On Scrap Metal". Document regulates legal aspects of procurement and operations with scrap metal, as well as reconciliation of the provisions of Law No. 619-XIV "On Scrap Metal" with the norms of Law No. 2320-IX "On Waste Management".

Also at the meeting, people's deputies heard information about the implementation by the State Production and Consumer Service of the recommendations of the Committee "Regarding overcoming the negative impact on the environment and life support systems of the population as a result of the destruction of the Kakhovskaya HPP." People's deputies were told about the measures disposal of dead animals and fish. The Eco-Committee will continue monitoring the implementation of recommendations, and together with the Committee on Agrarian and Land Policy will consider the possibility of developing measures regarding:

  • prevention of outbreaks of infectious animal diseases in the emergency zone;
  • utilization, in particular burning, of animal corpses using the latest technologies.

Earlier, Ecopolitic wrote, that the Cabinet of Ministers registered in the Verkhovna Rada draft law No. 10066 "On packaging and packaging waste".
