MPUV is the third of the four levels of waste management planning in Ukraine established by the waste reform

The Cabinet of Ministers approved the Procedure for developing, agreeing and approving local waste management plans (WMP), as well as the Procedure for determining economic entities that carry out recovery and removal of household waste.

These norms are stipulated by the Framework Law No. 2320-IX "On Waste Management", reports the representative of the government in the Verkhovna Rada Taras Melnychuk on Telegram.

He said that the Procedure on the WMP defines:

  • the order of organization and the process of development of the WMP;
  • requirements for the content and content of the WMP;
  • the procedure for approval of the Ministry of Internal Affairs and Communications;
  • the mechanism of approval and publication of the WMP;
  • the procedure for making changes to the approved WMP;
  • the procedure for organizing the implementation of the Ministry of Internal Affairs and Communications.

It is noted that local self-government bodies were recommended to develop, agree and approve waste management plans of the territorial community based on the new Order.

The press service of the Ministry of Environmental Protection and Natural Resources explained that WMP is the third of four levels of planning in the country. They will be drawn up instead of the Schemes of sanitary cleaning, which were developed since Soviet times.

It is noted that the WMP will develop:

  • within a year from the date of entry into force of the regional plans;
  • with the participation of scientists, experts, the public and enterprises working in this territory;
  • on the basis of the analysis of the real situation with waste in the area (types of waste, their volume, available disposal sites and their characteristics; existing enterprises that carry out operations with waste, their technical support; additional waste processing infrastructure is required, the amount of costs and sources of financing, etc.);
  • with the provision of specific measures regarding the creation of new waste treatment facilities or reconstruction of existing ones, closure and reclamation of landfills that do not meet the requirements, etc.;
  • taking into account measures to prevent clogging of territories.

"Every year, local authorities will report on the progress of local plans, in particular on the achievement of set targets. Such information will be public. "The effectiveness of the implementation of local plans will be assessed for two years, and the results will be made public for public scrutiny," the Ministry of the Environment said.

Melnychuk added that the Procedure for Identifying Business Entities Carrying Out Recovery and Removal of Household Waste establishes the procedure for identifying such business entities in accordance with the rules:

  • improvement of the settlement;
  • of regional and local waste management plans on the territory of the community according to the territorial principle and types of household waste.

Earlier, EcoPolitic wrote, that on August 25, the Cabinet of Ministers approved the Procedure for conducting a competition for the collection and transportation of household waste.

As EcoPolitic previously reported, the Cabinet of Ministers approved changes to the Procedure for submitting waste declarations, which will strengthen control over the generation and movement of waste.
