In Irpin, Kyiv region, residents of one of the condominiums damaged by the occupiers invested 36,000 hryvnias per apartment in the restoration of a house.
Under the new state program, which compensates 100% of the costs, the first seven pilot houses have already been restored, including four houses in Irpin, but residents paid for part of the work themselves, reports Ukrainian Energy.
The material explained that during the start of the program at the end of November 2022, the maximum amount for the restoration of one house was 6 million hryvnia. Currently, it has been increased to UAH 7.2 million and some other changes have been introduced.
The authors emphasized that after the de-occupation, residents began to look for ways to quickly restore damaged houses. At the end of March, there were no programs for restoration yet, however, the delay in restoration could further damage the buildings, in particular due to rains.
The authors said that in order to save money, residents themselves looked for and purchased inexpensive, but high-quality materials. They also worked themselves to speed up the restoration of the house.
The material noted that it was very difficult for both residents and the contractor to expect the launch of the RestoreDOM program. At first it was expected that this would happen in the summer, then in early autumn, but the program was launched on November 21. Long before the launch, the contractor began to prepare estimates for condominiums, prepared the first documents and began to carry out preparatory work.
The Energy Efficiency Fund accepted the application of AJOAH "Cozy 2020" for the restoration of the two most damaged houses. The work was carried out at the end of November and in December, in conditions of blackouts and heat. However, residents were delighted with the speed and quality of work.
The material noted that within the framework of the "RestoreDOM" program, one house of condominiums "LC" Novo-Oskolsky "will receive a grant in the amount of 5 million 416 thousand UAH, the second - 1 million 608 thousand UAH. Currently, the first part of the grant - 70% has been transferred. The facades of the buildings were repaired, destroyed engineering systems were restored, blocks of window and balcony doors, external and internal vestibule doors were replaced.
"Assessing the path already traveled, the heads of condominiums admit that, despite the difficult procedure of the Fund, they understand the need for these requirements and thoroughness in documentation, materials used and the quality of work,” the authors emphasized.
Among the biggest challenges in condominiums was the search for professional contractors and lack of finances.
The material noted that the maximum grant from the Energy Efficiency Fund is limited to UAH 7.2 million and will not cover all the costs of restoring many houses. Some local communities are trying to help by allocating funds from their budgets, but it is clear that in areas where a lot of houses are damaged, it will not be possible to solve the problem in this way.
“Obviously, additional sources of funding, programs are needed so that people can return to their homes faster,” the authors emphasized.
