Environmentalists from ministry and regional councils discussed conduct of EIA during war

Ministry of Environment Ruslan Strelets set a task to keep the EIA procedure, despite the conditions of martial law and the complexity of its implementation

Representatives of the Ministry of Environment and the Department of Ecology of the regional councils held an online meeting on the conduct of Environmental impact assessment (EIA) in martial law.

The meeting was attended by Deputy Minister of Ecology Olena Kramarenko and Adviser to the Minister Tetyana Tymochko, reports Ministry of Ecology and Natural Resources of Ukraine.

Kramarenko noted that the Ministry of Ecology and Natural Resources of Ukraine and departments need to be synchronized in order to work effectively during the war, as the head of the Ministry of Environment Ruslan Strelets set a task to preserve the EIA procedure, despite the martial law and the complexity of its implementation.

"Currently, it is important to create a concept to reduce the time of this procedure as soon as possible. At the same time, we must ensure the preservation of all elements of the EIA procedure, so that Ukraine adheres to international obligations and requirements of the ESPO Convention and the Aarhus Convention, "she said.

The participants of the event also discussed:

  • work with the EIA register;
  • conducting post-project monitoring in martial law;
  • consideration of objects of planned activity located in the occupied territories or where hostilities continue;
  • procedural issues of conducting EIA during wartime.

As a result of the event, the participants agreed to continue to hold such meetings systematically.

We will remind, the president of PAEU Lyudmila Tsyganok stated that c issued during the war the conclusions of the EIA may be revoked for one formal reason.
