Government of Ukraine provided for three stages of recovery after the war

During the post-war reconstruction of Ukraine, it is planned to build waste processing plants, treatment facilities and make drinking water from taps in all cities.

The Prime Minister of Ukraine Denys Shmyhal spoke about this in an interview "RBK-Ukraine" about the restoration of Ukraine.

The Cabinet of Ministers has prepared three stages of Ukraine's post-war renewal, the first of which is already underway.

"We have three stages of restoration. The first stage is operational restoration during the conduct of hostilities. That is, if the building is completely destroyed, we do not move it. If the windows, doors, roof are destroyed in the building, then this can be quickly restored and transferred to a person or some body that was in this building,” Shmyhal noted.

According to the prime minister, the number 1 priority is a quick recovery. “We just look at who needs how much to restore possible things, and distribute,” he explained.

At the first stage, a minimum inventory is carried out, based on the data of the military regional administrations, we transfer money, they carry out prompt restoration.

In parallel, they must also restore critical infrastructure, replace destroyed bridges with pontoons, carry out partial road repairs and repair the railway. "Things like this need operational funding, and we allocate for it," the official said.

The second stage will begin after the end of hostilities. First, an inventory of losses will be carried out, development of design estimates, the process of coordination with partners. At this stage, it is also necessary "to resettle people, buy existing housing, place orders for the construction of the next one, make additional government programs to stimulate construction."

"We want partners on a regional basis to take part in the restoration of Ukraine. For example, Denmark agreed to restore Nikolaev. About a dozen countries have already said that they want to restore. And now we will do it in a very structured way," Shmyhal said.

The third stage is a complete plan for the restoration of Ukraine, which provides for structural changes: not just the restoration of buildings, but in general a change in the paradigm of the state with the help of partners on a regional and parametric basis.

The prime minister noted that every city should have a waste processing plant, high-quality restored networks, high-quality drinking water and sewerage, as well as treatment facilities.

“We will be interested in a green economy, less emissions at enterprises. If we restore an enterprise, we will not install outdated equipment and furnaces, we will install modern equipment, energy-saving and very low emissions,” the Prime Minister promised.
