Draft Law No. 9011-d will introduce a system of issuing guarantees of the origin of green energy, which will be an incentive for boosting exports

The President of Ukraine, Volodymyr Zelenskyi, signed the draft law No. 9011-d "On amendments to some laws of Ukraine regarding restoration and green transformation of the energy system."

The document will replace the current model of the green tariff with a new model of Net Billing, which will be focused on covering self-consumption and covers a wide range of issues and existing problems of the alternative energy industry, says the website of the Verkhovna Rada.

The European Business Association noted that the main innovations of the draft law will be:

  • introduction of a system of issuing guarantees of the origin of electric energy produced from renewable energy sources and creation of a single register;
  • introduction of the market premium mechanism;
  • settlement of exit of economic entities from the balancing group of the Guaranteed Buyer;
  • the possibility of exporting electrical energy by producers and the Guaranteed Buyer;
  • the possibility of completing the construction and commissioning by the end of 2023 of facilities that plan to produce electricity at a green tariff, except for solar generation facilities.

"In our opinion, the system of issuing guarantees of origin can become a powerful incentive for increasing the export of green energy from Ukraine, as well as strengthen the trend within the country to use energy produced from alternative sources," the EBA emphasized.

Earlier, EcoPolitic wrote, that on June 30, the Verkhovna Rada adopted in the second reading and as a whole draft law No. 9011-d "On amendments to certain laws of Ukraine regarding restoration and green transformation of the energy system".

As EcoPolitic previously reported, on May 2, The Verkhovna Rada adopted as a whole draft law No. 9011-d "On amendments to some laws of Ukraine regarding the restoration and green transformation of the energy system".
