From October 1, entrepreneurs who need to obtain permits for air emissions will submit documents to the licensing authority without additional approval of the State Food Safety and Consumer Protection Service of Ukraine (State Food and Consumer Protection Service).
The new rules are related to the entry into force of amendments to Law 2707-XII "On the Protection of Atmospheric Air", the Ministry of Environmental Protection and Natural Resources reports on Facebook.
"This in no way stops the process of issuing emission permits," the message emphasized.
It is noted that other key innovations will be:
- development of one document instead of 2, because the need to prepare a report on the inventory of emissions of polluting substances is excluded. Such information will be contained only in the substantiation of the volumes of emissions of pollutants into the atmospheric air;
- not the emission inventory procedure itself was canceled, but only the preparation of the corresponding report;
- if enterprises have developed documents and published a notice of intention to obtain a permit before the new introductions enter into force, the Ministry of Environment will recommend the regional military administrations to complete the consideration of documents according to the old procedure.
The message emphasized that the procedure for obtaining a permit for emissions will later be transferred to a digital format.
Earlier, EcoPolitic wrote, that the Ministry of Environmental Protection and Natural Resources has approved a new Instruction on requirements for the preparation of documents justifying volumes of pollutant emissions into atmospheric air by stationary sources.
As EcoPolitic previously reported, experts of the Association of Environmental Professionals (PAEW) called on the authorities to resolve the conflicting situation regarding the inconsistency of the provisions of Law No. 2707-XII "On Atmospheric Air Protection" and Law No. 2573-IX "On the Public Health System", which would make it impossible to obtain a permit for emissions.
