The Ukrainian public called to include the development of distributed RES generation in the objectives of the post-war recovery Plan presented at the conference in Lugano on July 3-4, 2022.
This will correspond to the principles of the 4th Energy Package "Clean energy for all Europeans", reports the public organization Ecodia on Facebook with the reference to common position NGO, business and representatives of municipalities.
The message emphasized that there is a demand in communities and businesses for the use of local green energy sources that will be able to ensure energy independence and security, especially given the experience of a full-scale war.
The public recommends that the Recovery Plan include measures for the implementation of decentralized RES facilities and support for associations in energy cooperatives. After all, small generation, in particular solar panels on houses, mini-wind installations, mini-biogas power plants and energy cooperatives, can become the basis for the green recovery of the energy sector of Ukraine and provide communities with access to electricity.
The statement noted that the basis of the measures in the Recovery Plan should be the concept of energy freedom, which provides for the maximum possible ability of individual households, organizations and communities to produce energy and manage it in their economy, to have relations with other citizens and organizations regarding production, distribution, storage energy, as well as its trade.
The authors emphasized that for this it is necessary to bring the legislation of Ukraine and the regulatory framework to the principles of the 4th EU Energy Package, in particular, the implementation of mechanisms for supporting local low-power RES projects and the net billing mechanism.
"There is already a demand for the creation of energy cooperatives, such as "Sunny City" in Slavutych. Therefore, there is a need for further development of small RES generation, especially when Russia is attacking the energy infrastructure," the report says.
Earlier, EcoPolitic wrote, that Oleksiy Badyka, the founder and chief director of the company Atmosphere in the field of green energy, said that the war opened a window of opportunity for RES development.
