Creation the issuance of guarantees for the origin of energy on a single platform in Ukraine

An efficient and functioning system of guarantees of origin should become a serious incentive for both the production and consumption of renewable energy

The State Energy Efficiency Agency is developing legislation and a unified platform for registers of guarantees of origin of all types of energy from RES.

This was stated by the head of the State Energy Efficiency Agency Valery Bezus during a coordination meeting with international partners, reports the State Energy Efficiency Agency on Facebook.

This should become an impetus for stimulating the consumption of green energy, decarbonizing the economy and ensuring the energy security of Ukraine and the EU.

"Ukraine has a chance to create a model mechanism for issuing guarantees of the origin of energy on a single platform and modern digitalization technologies," the article noted.

Bezus explained that the development of renewable energy is an important component of energy and climate policy. This challenge has significantly increased against the background of the threat to energy security. One of the key and promising mechanisms for stimulating the development of this segment on the consumer side is guarantees of origin.

The implementation of guarantees of origin is in line with Ukraine's international obligations, in particular the approved updated nationally determined contribution of Ukraine to the Paris Agreement, the tasks of the Fourth Energy Package and the RED II directive.

The goal of 27% of green energy is included in the project of the National action plan for renewable energy until 2030 developed by the Agency.

"The State Energy Efficiency Agency, together with its partners, is already actively working on a comprehensive approach to the introduction of guarantees of origin of energy. It is clear that the impetus for the launch of guarantees of origin, in particular for biomethane, was given by the adoption of the relevant law. And I want to say that the State Energy Efficiency Agency developed a corresponding project of the resolution on the functioning of the biomethane registry last year. "All stages of approval have been passed. And this draft resolution has been submitted for consideration by the Government," Bezus said.

He also added that the goal of the State Energy Efficiency Agency is to create a model functioning mechanism for guaranteeing the origin of all types of energy, taking into account modern information technologies, the new strengthened requirements of the RED II directive, as well as the digitalization successes demonstrated by Ukraine.

"I think we can count on creating a mechanism that will not only ensure the functioning of this instrument, but also be a model experience that other countries will be able to use," Bezus emphasized.

The mechanism should be user-friendly, ensure transparency and trust of users, be recognized by partners in the Energy Community and meet all EU requirements and trends of increasing requirements for the development of renewable energy in the world.

The material noted that an effective and functioning system of guarantees of origin should be a serious incentive for both the production and consumption of renewable energy. Given the certain crisis in the development of "green" energy in Ukraine, this will serve as a tool for solving it.

In addition to the possibilities of circulation of guarantees of origin in the context of European integration and joining the ENTSO-E, this tool should be used by national businesses in order to have a competitive position on the EU markets in view of the plans for the introduction of CBAM. Thus, it will stimulate not only the production and consumption of green energy, but also the decarbonization of Ukrainian energy and industry.

Representatives of the UNDP Ukraine/UNDP Project in Ukraine "Supporting green recovery in Ukraine", STARTER, USAID – US Agency for International Development, UNOPS Ukraine took part in the discussion of guarantees of origin is , World Bank Ukraine, UDEPP, GIZ Ukraine, SIDA, EU4Climate, Fund named after Heinrich Böll, a number of embassies of foreign countries in Ukraine.

"Representatives of international partners, in their turn, confirmed the urgency of the issue of introducing guarantees of energy origin in Ukraine in the light of Ukraine's European integration and reported their interest in cooperation in this direction," the State Energy Efficiency Agency noted.

Earllier EcoPolitic wrote, that according to experts, the situation on the green energy market in Ukraine should be improved by the implementation of the issuing system guarantees of the origin of electricity, that is, a document that contains detailed information about the source of production.

As EcoPolitic previously reported, in Ukraine during the first half of 2022, 578 ESCO contracts were concluded for a total amount of more than 1.34 billion hryvnias for increasing the level of energy efficiency of budgetary institutions.
