The document introduces guarantee systems of energy origins

In the Verkhovna Rada of Ukraine, people's deputies registered draft law No. 9213 "On amendments to some laws of Ukraine regarding restoration of energy security and green transformation of the energy system of Ukraine."

The document introduces a system of net metering net billing, in particular for the development of small distributed generation without additional financial incentive, the website of the Verkhovna Rada states.

In the explanatory note, it was emphasized that the draft law is designed to ensure the development of renewable electricity on a competitive basis, the integration of green generation into the energy system and the electricity market. In addition, the document implements the provisions of European legislation on the development of RES, in particular, the implementation of the system of guarantees of the origin of electric energy.

General characteristics and main provisions of the document:

  • providing the possibility of receiving a green tariff, at the level established during the commissioning of the facilities, for war-damaged renewable energy facilities after restoration;
  • introduction of a contract-for-difference model instead of a fixed tariff;
  • conducting auctions for the construction of renewable energy facilities together with energy storage facilities;
  • granting the right to the Cabinet of Ministers to determine the share of the auction price, which is fixed in euros, but not less than 50%;
  • stimulating the development of the segment of direct power purchase and sale contracts between producers and consumers (Corporate PPA's), both physical and virtual;
  • granting the right to export electricity by both producers and the guaranteed buyer;
  • provision of the possibility of leaving the balancing group of the guaranteed buyer for individual RES facilities, and not for producers in general;
  • definition of the National Commission that carries out state regulation in the spheres of energy and communal services (NKREKP) an entity authorized to issue guarantees of the origin of electric energy produced from RES;
  • establishment of legislative foundations for the creation and operation of the register of guarantees of origin of electric energy produced from RES;
  • introduction of the net billing system to ensure the development of small distributed generation from alternative energy sources without additional financial stimulation from the state and consumers;
  • introduction of a new contract for the purchase and sale of electric energy based on the mechanism of self-production;
  • providing the possibility of connecting generating units of third parties to the internal networks of the active consumer.

The initiators of the bill are People's Deputies from the "Servant of the People" faction Andriy Zhupanin, Roman Hryshchuk, Yuriy Kamelchuk, Anatoliy Kostyukh, Anna Skorokhod (For the Future faction) and others.

Earlier, EcoPolitic wrote, that the head of the Committee on Energy and Housing and Communal Services, Andriy Gerus, said that people's deputies, executive authorities and experts are developing legislative mechanisms that will stimulate investment in renewable energy projects in Ukraine.

As EcoPolitic previously reported, the State Agency for Energy Efficiency and Energy Saving, despite the martial law, completed the development of the register of guarantees of origin of biomethane.
