The Regional Forum of the Nationally Determined Contribution (NDC) 3.0 for Eastern Europe and Central Asia was held in Turkey, which was attended by representatives of the Ministry of Environmental Protection and Natural Resources of Ukraine.
According to the press service of the Ministry, the Forum participants discussed ways and tools to strengthen ambitious goals in the preparation of NDC3.
In particular, they reviewed best practices for stimulating transformation, which are supported by political roadmaps, updated national legislative frameworks and financing plans by economic sector.
Participants emphasised the importance of aligning the next NDC with:
- long-term goals and programs;
- the principles of fair transition;
- climate change mitigation and adaptation strategies;
- programs to stimulate innovation and development of renewable energy;
- plans to reduce emissions of other greenhouse gases, in particular methane.
Among the issues that were on the agenda of this forum were also potential challenges and opportunities in the preparation of the next nationally determined contribution. In particular, they discussed options for finding and effectively using available technologies and financial opportunities for the implementation of NDC, strengthening adaptation and mitigation processes in agriculture.
A separate topic for discussion at the forum was the process of monitoring the implementation of the NDC. Participants exchanged views on the role of monitoring systems, reporting, verification, submission of mandatory biennial transparency report and monitoring of gender equality processes.
Representatives of the Ukrainian delegation informed the forum participants about:
- the state of implementation of the current NDC in Ukraine;
- plans for the preparation of the next NDC taking into account the best international decision-making practices;
- implementation of innovative financing models.
The Ministry of Environment noted that the experience gained at the international event will be used in the development of Ukraine's second Nationally Determined Contribution to the Paris Agreement, which Ukraine, as a party to the UN Framework Convention on Climate Change (UNFCCC), must submit in 2025.
