In autumn, the Ministry of Environment plans to submit a number of European integration documents to the Verkhovna Rada

Over the past 3 months, Ukraine has increased the level of fulfillment of European integration obligations in the environmental sphere from 61% to about 63%, and in 2 years this indicator will be able to reach 75%.

The Minister of Environment and Natural Resources of Ukraine, Ruslan Strilets, wrote about this on his Facebook page.

He noted that this will require cooperation with people's deputies and expert support from European colleagues.

Currently, the Verkhovna Rada is considering 19 European integration draft laws, 4 of which must be adopted as a priority for the implementation of the Association Agreement with the EU.

In particular:

  • draft law No. 4461 on the territories of the Emerald Network;
  • draft law No. 7327 on the state environmental monitoring system;
  • draft law No. 4187 on supporting the development of domestic subsoil use industries;
  • draft law No. 6004-2 on ensuring the constitutional rights of citizens to an environment safe for life and health.

In order for draft law No. 6004-2 to be truly effective and not a formality for the implementation of a European directive, a group of Ukrainian experts and specialists of the Ministry of Environment is studying how integrated environmental permits work in Germany.

Such cooperation takes place within the framework of agreements with the Minister of the Environment, Nature Protection, Nuclear Safety and Consumer Protection of Germany, Steffi Lemke, and thanks to the GIZ Ukraine project Best Available Technologies and Management Methods (BATM) for Ukraine".

Strilets noted that Germany's experience in controlling industrial pollution is one of the most significant in the EU. In addition, the Ministry of the Environment is ready to work fruitfully with people's deputies on all environmental legislative projects and become a platform for high-quality development of new initiatives.

Also, in the fall, the ministry plans to submit a number of developed European integration documents to the Verkhovna Rada.

In particular, the draft laws:

  • "On chemical safety and management of chemical products".

"With the adoption of the draft law, we will introduce the international classification of dangerous chemical substances and synchronize our legislation with European legislation, and most importantly, we will introduce modern European regulation of REACH and CLP," said Strelets

  • "On packaging and packaging waste", which will allow the introduction of extended producer responsibility for the development of a circular economy.
  • "On waste from the mining industry".
  • "On Amendments to the Law of Ukraine "On Pesticides and Agrochemicals" regarding the improvement of state regulation in this area.
  • "On amendments to some legislative acts of Ukraine regarding the improvement of the provision of administrative services in the acquisition and implementation of the right to objects of animal and plant life and other issues of the use of animal and plant life".
  • "About forest reproductive resources".
