The agency considers the coming year to be critical for the operationalization of climate policy

Among the main tasks set by the Ministry of Economy, Environment, and Agriculture of Ukraine in the environmental sphere for the next year are the submission of a law on the emissions trading system to the Verkhovna Rada, the launch of a long-term low-carbon development strategy, and the updating of the technical functionality of the greenhouse gas emissions monitoring, reporting, and verification system.

These and other priority tasks of the ministry were outlined by Deputy Minister of Economy, Environment and Agriculture Pavlo Kartashov during the event "Post COP30: results, achievements, next steps in Ukraine's climate policy."

He named the key task for 2026 as transforming climate commitments into practical tools for economic development and sustainability.

All short-term tasks in the ministry were divided into three strategic blocks: "Climate Governance," "Adaptation and Transparency," and "International Integration." Below are the tasks within each of them.

1. Climate Governance:

  • official submission to parliament of the final version of the draft law on the principles of the operation of the national greenhouse gas emissions trading system (ETS);
  • launch of the Long-term Low-Carbon Development Strategy;
  • initiation of testing for a pilot project under Article 6 of the Paris Agreement;
  • expansion of sectors and upgrade of the technical functionality of the greenhouse gas emissions monitoring, reporting and verification system (MRV);
  • establishment of the Secretariat of the Scientific and Expert Council, implementation of climate education.

2. Adaptation and Transparency:

  • approval of the Climate Change Adaptation Strategy;
  • approval of sectoral and regional adaptation programs;
  • submission of the Biennial Transparency Report to the United Nations Framework Convention on Climate Change (UNFCCC);
  • submission of the annual Emissions Inventory for 1990–2024;
  • launch of transparent climate finance mechanisms as a foundation for investment in green recovery.

3. International Integration:

  • acceleration of the implementation of EU legislation (Chapter 27);
  • promotion of mechanisms for compensation for climate damages resulting from russian aggression;
  • implementation of measures to reduce methane emissions under the Global Methane Pledge;
  • implementation of the Kigali Amendment to the Montreal Protocol.

Recall that in the state budget of Ukraine for 2026, funding has been allocated for environmental protection, ecology, and geological exploration measures totaling UAH 6.3 billion.
