The Ministry of Ecology has compiled a list of pollutants and significant factors for an integrated permit

It contains new chemical compounds that have not previously normalized and tracked

The Ministry of Environmental Protection and Natural Resources of Ukraine has developed a draft resolution of the Cabinet of Ministers of Ukraine with a list of pollutants, physical and biological factors to be regulated when issuing an integrated environmental permit.

The draft act amends Cabinet of Ministers Resolution No. 1598 of November 29, 2001: “On Approval of the List of the Most Common and Hazardous Pollutants, Physical and Biological Factors, Emissions and Releases of Which into the Atmospheric Air Are Subject to Regulation.”

The draft resolution was developed in accordance with Article 11 of the Law of Ukraine “On Integrated Industrial Pollution Prevention and Control”.

Pollutants

The most common and hazardous pollutants include:

  1. Ozone.
  2. Formaldehyde.
  3. Substances in the form of suspended solid particles (microparticles and fibers).
  4. Organic amines.
  5. Volatile organic compounds.
  6. Persistent organic compounds.
  7. Bromine and its compounds.
  8. Freons.
  9. Dicofol.
  10. Perfluorooctanoic acid (PFOA) and its salts.
  11. Perfluorohexane-1-sulfonic acid (PFHxS) and its salts.
  12. Substances specified in Annex 2 to the Law of Ukraine No. 2614-IX dated September 20, 2022 “On the National Register of Pollutant Emissions and Transfers”, for which the standard of maximum permissible emission of a pollutant from a stationary source and/or the technological standard of permissible emission of a pollutant and/or the standard of maximum permissible emission determined in the relevant conclusions of the best available technologies and management methods. The above-mentioned Annex contains a list of 91 pollutants for which the threshold emission volumes are specified.

It is worth noting that bromine and its compounds, as well as dicofol, perfluorooctanoic, perfluorohexane-1-sulfonic acids and their salts were not previously on the list.

Physical and biological factors

Significant physical and biological factors include the following:

a) physical:

  • odor
  • vibration
  • noise
  • ultrasound
  • infrasound;
  • electromagnetic radiation;
  • electric and magnetic fields;
  • laser, infrared, ultraviolet radiation;
  • ionic currents;
  • electric charges;
  • visible light;
  • all types of ionizing radiation;
  • air ions.

b) biological: certain types of live or killed yeast molds, bacteria, bacilli, viruses, other unicellular organisms and their products (proteins, amino acids, enzymes, antibiotics, toxins).

In late April, it became known how the register of integrated environmental permits will function and how often the State Environmental Inspectorate will check compliance with the terms of such permits.
