At a meeting to be held on Wednesday, 11 September, the Committee on Environmental Policy and Nature Management will prepare draft Law No. 11310 ‘On the Basic Principles of State Climate Policy’ for consideration by MPs in the second reading.

This is provided for in the agenda of the committee's meeting published on the official website.

The European integration draft law will be considered from 11:00 a.m. via video conference. As a reminder, the adoption of the law on the principles of state climate policy is envisaged in Chapter 27 ‘Environment and Climate Change’ as part of the implementation of the Ukraine Facility Plan.

Draft Law No. 11310 approximates national climate legislation to European Union law, in particular Regulation (EU) 2021/1119 establishing a framework for achieving climate neutrality and Regulation (EU) 2018/1999 on the governance of the Energy Union and the mitigation of climate change.

It defines:

  • basic principles of state climate policy;
  • peculiarities of formation and achievement of state climate policy goals;
  • principles of ensuring climate planning at the national, regional and local levels;
  • features of reporting in accordance with the requirements of the United Nations Framework Convention on Climate Change and data collection for these purposes;
  • the main principles of the national system for tracking the implementation of policies, measures and forecasting in the field of climate change.
