On September 30, the Committee of the Verkhovna Rada of Ukraine on Environmental Policy and Nature Management held a meeting and recommended that the Verkhovna Rada adopt in the second reading the draft Law of Ukraine No. 11310 "On the Basic Principles of State Climate Policy" in the final version formed during the meeting.

The committee re-examined the draft law prepared for the second reading, as it received comments from the Main Legal Department of the Apparatus of the Verkhovna Rada of Ukraine. The members of the eco-committee decided to take into account these comments in part, as well as to support the proposal of the people's deputy and committee chairman Oleh Bondarenko regarding the presentation of a number of definitions and clarifications of its provisions in the final version of the text of the document.
Draft Law No. 11310 brings national climate legislation closer to European Union law, in particular Regulation (EU) 2021/1119, which establishes the basis for achieving climate neutrality, and Regulation (EU) 2018/1999 on the management of the Energy Union and mitigation of climate change.
It defines:
- basic principles of state climate policy;
- peculiarities of formation and achievement of state climate policy goals;
- principles of ensuring climate planning at the national, regional and local levels;
- features of reporting in accordance with the requirements of the United Nations Framework Convention on Climate Change and data collection for these purposes;
- the main principles of the national system for tracking the implementation of policies, measures and forecasting in the field of climate change.
