In the first quarter of 2025, the Joint Stock Company “Decarbonization Fund of Ukraine” issued almost three times fewer loans and for half the amount than in the last quarter of 2024.
The institution published such data on its performance in January-March 2025 on its official website.
Number and amount of loans
January has so far become the most productive month of this year in terms of the number of projects lent. There were 4 of them. In February and March, the Decarbonization Fund provided 1 soft loan each. The distribution of the number of projects that received funding is shown in the diagram:

In terms of amounts, the largest loan was granted in February. It amounted to UAH 32 million. The financing of a single project in March was slightly smaller – UAH 25 million.
The 4 projects that received concessional loans in January will have a total of about UAH 31.2 million.

Who received concessional loans from the Decarbonization Fund
Recipients can be divided into 3 groups by project type:
- renewable energy sources – 1 project
- energy service companies (ESCOs) – 4 projects;
- energy efficiency of production – 1 project.

What is the estimated efficiency of the loaned projects?
The total energy savings from the implementation of 6 projects is 3575.61 MWh, with a reduction in CO2 emissions of 5982.55 tons. The only thing is that the Decarbonization Fund did not indicate for what period:

The total amount of concessional loans issued amounted to almost UAH 270 million.
As EcoPolitic previously reported, in mid-March, the head of the State Agency on Energy Efficiency and Energy Saving of Ukraine, Hanna Zamazeyeva, spoke about 22 projects totaling UAH 244 million that the Decarbonization Fund has issued since the beginning of its work.
