The Committee on European Integration approved the draft law on climate policy

The Committee on Ukraine's Integration into the EU has given its positive opinion on the draft European integration Law of Ukraine No. 11310 “On the Basic Principles of State Climate Policy”.

This was reported on the committee's website.

At a meeting on October 7, the MPs considered the document, which has already been prepared for the second reading.

This draft law is an element of one of the 6 important reforms contained in Section 15 “Green Transition and Environmental Protection” of the Ukraine Facility Plan.

The document defines the legal and organizational framework of the state climate policy aimed at ensuring Ukraine's low-carbon development, achieving climate neutrality, adapting to climate change, and fulfilling Ukraine's international obligations in this area.

Draft Law No. 11310 approximates national climate legislation to European Union law, in particular Regulation (EU) 2021/1119 establishing a framework for achieving climate neutrality and Regulation (EU) 2018/1999 on the governance of the Energy Union and the mitigation of climate change.

It defines:

  • basic principles of state climate policy;
  • peculiarities of formation and achievement of state climate policy goals;
  • principles of ensuring climate planning at the national, regional and local levels;
  • features of reporting in accordance with the requirements of the United Nations Framework Convention on Climate Change and data collection for these purposes;
  • the main principles of the national system for tracking the implementation of policies, measures and forecasting in the field of climate change.

Earlier, EcoPolitic wrote, that on July 16 Verkhovna Rada voted for European integration draft law No. 11310 "On the basic principles of state climate policy" in the first reading. September 13 the ecocommittee approved this document in the second reading and as a whole. September 30 deputies of the specialized committee made amendments to the draft law on state climate policy and recommended that the Verkhovna Rada adopt the document in the second reading.
