The Cabinet of Ministers implemented the European REACH regulation on the safety of chemical products

The approved document will become an important element of the new national chemical production management system built according to European standards

The government has approved a technical regulation on the safety of chemical products, which implements the provisions of the European REACH regulation.

The relevant announcement was published on the website of the Cabinet of Ministers of Ukraine.

REACH (Registration, Evaluation and Authorization of Chemicals) is the EU regulation on chemicals and their safe use (EC 1907/2006). It concerns the registration, evaluation, authorization and prohibition of chemical substances.

It is the second of the two main EU technical regulations implemented in Ukraine. Its key requirement is the mandatory registration of all chemicals produced, imported and placed on the market in Ukraine in volumes exceeding 1 ton per year.

The registration process consists of several stages, each of which is regulated in detail. Registration ensures the creation of a database containing information on the properties, risks and safe use of chemicals. This information is provided to the Ministry of Environment, which uses it to assess risks and develop measures to manage these risks.

"It is very important that the norms of the Technical Regulation apply to all chemical substances: not only to those used in industrial processes, but also to those used in everyday life. For example, in cleaning products, paints, and in items such as clothing, furniture, and electrical appliances. In the long term, the most dangerous chemical substances should be replaced by safer ones," said Olena Kramarenko, Deputy Minister of Environmental Protection and Natural Resources of Ukraine.

As EcoPolitic reported earlier, on October 18, 2022, the Verkhovna Rada of Ukraine adopted as a basis the government draft law No. 8037 "On chemical safety and management of chemical products".

The Ministry of Environment reminded that in December 2022, Ukraine adopted a framework European integration document – the Law "On Ensuring Chemical Safety and Management of Chemical Products". It is the basis for the construction of a national system of management of chemical substances according to the European model.

In May, we told that the government approved Technical regulation of hazard classification, labeling and packaging of chemical products. With this document, he implemented the norms of the European CLP Regulation (Classification, Labeling, Packaging).
