Parliamentarians will consider two draft laws

On Wednesday, January 7, the Verkhovna Rada Committee on Environmental Policy and Nature Management will hold its regular meeting. Discussions on new draft laws and organizational issues will take place via videoconference at 12:00 p.m.

Flood risks

The main bill submitted to the committee for consideration will be document No. 13418. It is intended to amend legislation in the field of flood risk management and ensure Ukraine's participation in the EU Civil Protection Mechanism.

The bill aims to implement European approaches. In particular, it concerns the creation of management plans and risk maps and the clarification of the powers of the responsible authorities.

The document has already passed its first reading.

Biocidal products market

The Committee on Environmental Policy and Nature Management is to provide its proposals regarding draft law No. 13604. The document concerns the placing on the market and use of biocidal products.

The draft law seeks to regulate the circulation, research, and state registration of biocides – substances or mixtures used to destroy or neutralize harmful organisms. This concerns a wide range of products, from disinfectants and preservatives to repellents. In particular, the provisions of the draft law also extend to treated products, with some exceptions.

The draft law has been preliminarily revised by the Verkhovna Rada Committee on National Health, Medical Care, and Health Insurance.

Additional issues

The agenda also includes several issues related to the organization and planning of the work of the Committee on Environmental Policy and Nature Management. Members of parliament are to consider:

  • a tentative schedule of committee meetings for January 2026;
  • the status of implementation of the Verkhovna Rada Legislative Work Plan for 2025;
  • proposals for the draft agenda of the next parliamentary session;
  • the environmental committee's work plan for the duration of the 15th session of the Verkhovna Rada.
