On Monday, May 29, the Verkhovna Rada adopted in the first reading draft law No. 6004-d "On ensuring the constitutional rights of citizens to an environment safe for life and health", which provides for the reform of industrial pollution.
The corresponding decision was supported by 301 people's deputies, People's Deputy from the "Voice" faction Yaroslav Zheleznyak reported in Telegram.
Oleg Bondarenko, the head of the committee on environmental policy and nature management, said that draft law No. 6004-d stipulates that all industrial facilities will be modernized within 12 years. Thus, the term of the implementation of the draft law will reach one year, the introduction of BATM norms will take 4 years, and the modernization of all enterprises should be completed in 7 years.
It is worth noting that the document was criticized by the public. Thus, according to the experts of the European Business Association, the regulations regarding:
- transition to a new permit system, because the process of collecting documents is quite complicated and lengthy and does not take into account the realities of war;
- preservation of current technological standards when issuing new integrated permits, which will be based on current emission standards for those installations that are economically impractical or impossible to modernize, and which have a limited service life;
- revision of the requirements for the installation of automated emission monitoring systems (EMS), in particular, to exclude from the obligation to install EMS on installations that are planned to be completely decommissioned within a short period of time (2-3 years) after the law comes into force.
"Various environmental standards have recently been actively pedaled by specialized organizations under the pretext of European integration. At the same time, they often try to implement these standards thoughtlessly – without understanding that today our enterprises are deprived of any opportunities to attract investments," said the head of the Federation of Metallurgists Serhiy Bilenky.
He emphasized that in the EU, the transition to new norms lasted for many decades. In addition, special funds helped enterprises with the financing of environmental projects. However, in Ukraine, state support for eco-modernization is not planned, and enterprises do not have the necessary funds. Therefore, there is a risk that they will be forced to curtail production and lay off workers.
