Numerous violations were discovered during the granting of a construction permit

In the Rivne region, the court canceled the conclusion of the Environmental Impact Assessment for woodworking plant "Kronospan" near Horodok village.

When the decision enters into force, the company may cancel its construction permit, reports the public environmental organization "Ekoklub" on Facebook.

Ecoactivists explained that the report from the EIA indicated the excess of hazardous emissions after the start of the plant, which will affect the health of the residents of Horodotska and surrounding communities, as well as the environment.

In addition, there were other violations when the construction permit was granted. By organizing public hearings, "Kronospan" violated the terms of their holding (the second public hearings took place on December 23, and they were announced in the mass media on December 19). The public did not have the opportunity to get acquainted with other additional documentation to the report from the EIA in a timely manner.

In the notification of planned activities, it was noted that during the construction planning, the territorial alternative was not considered at all. The woodworking enterprise was planned to be located on the plot of land of the "Rivna Tractor Unit Plant".

"The authors of the EIA report also did not calculate the dispersion of pollutants in atmospheric air across all groups of summation (when certain pollutants in the air are combined, their impact on human health and the environment increases)," the material says.

Ammonia, hydrogen sulfide, and formaldehyde have the effect of summation of harmful effects.

The material noted that during the preparation of the report, the developers ignored the requirements of the existing procedure for establishing the level of pollutants in the air. They also did not analyze the real state of air and soil pollution.

"One of the largest plants of the chemical industry of Ukraine - "Rivneazot" - has been operating near Horodka for more than 50 years. Therefore, any other industrial enterprise can be placed only if pollutant emissions from other sources are taken into account," ecoactivists noted.
