"Kazantip" built 50 MAFs and a hotel-restaurant area on the territory even before the decision of the Executive Committee

In Odesa the executive committee of the Vilkiv City Council allowed the private enterprise "Kazantip" to place 50 temporary stationary buildings of the hotel-restaurant complex on the territory of the Danube Biosphere Reserve.

The structures are located on the shore of the lake in areas designated for forestry purposes, local deputy Oleksandr Sanzhara told the publication Yug.Today.

He explained that Vylkove is surrounded by the Danube Biosphere Reserve, that is, it has a number of restrictions on the use and disposal of land.

It is noted that the permission was granted in May 2023. Because of this, Sanzhara appealed to the President of Ukraine Volodymyr Zelenskyi, Prime Minister Denys Shmyhal, the Ministry of Environmental Protection and Natural Resources, the State Agency of Forest Resources, etc.

"In my opinion, when making this decision, the executive committee of the Vylkiv city council acted outside the scope of its powers. I have great doubts about the legality of the actions of PP "Kazantip" regarding the construction and placement of a restaurant complex on the territory of the forestry purpose, belonging to the Vylkiv Forestry, within 10 and 11 quarters of the Danube Biosphere Reserve, because construction is strictly prohibited here," he said.

According to him, even before the decision of the executive committee, "Kazantip" built 50 MAFs and a hotel-restaurant area on the territory of 4.7 hectares. All these buildings have a foundation, that is, they are capital. In addition, uncoordinated dredging works are being carried out.

He emphasized that the executive committee did not coordinate its actions with the National Academy of Sciences and environmental departments. In addition, in June, it was agreed to place seventeen more temporary stationary structures on protected lands.

It is noted that in 2021, an agreement was signed between the Izmail forest farm and "Kazantip" on the long-term temporary use of a forest plot with an area of 7.4 hectares, located in the Vilkivski sands tract, "for the purpose of using the beneficial properties of forests for cultural, recreational, sports, tourist, educational and educational directions".
