They open up new opportunities for customers and simplify sharing

The Ministry of Environmental Protection and Natural Resources of Ukraine has expanded the functionality of the Strategic Environmental Assessment Register. It provides more opportunities for customers to work together.

This was reported by the Ministry of Environment.

The current Procedure for Maintaining the Unified Register of Strategic Environmental Assessment was approved by the Cabinet of Ministers in May 2023.

The updates to the SEA Register include the following:

  1. It became possible to add authorized persons and give them access to the SEA entity, which facilitates the process of communication and coordination. Trustees will have access to already created cases.
  2. It is now possible to change the data of the SEA subject – to update the information and correct the data in the Register.
  3. There is an option to create joint drafts. Trustees can work together on drafts of state planning documents.
  4. Continuity of the SEA process is ensured, that is, another authorized person can continue work on a previously opened case, which ensures flexibility and efficiency of the procedure.

The Ministry of Environment also talked about the most frequent mistakes that SEA customers make when working with the Register:

  1. Incorrect choice of the type of state planning document. The customers were reminded that the comprehensive spatial development plan of the territory of the territorial community belongs to the urban planning documentation; general plan of the settlement; detailed plan of the territory; the zoning plan of the territory, which is developed as part of the comprehensive plan or the general plan of the settlement.
  2. An incomplete set of documents. Ministry officials listed them: approved state planning document; decision on its approval; measures provided for monitoring the consequences of the implementation of the state planning document.
  3. Poor quality of documents. Eco-officials reminded that the documents should be of high quality, clear and with the possibility of copying the text.
  4. Formation of two or more cases for one project. The ministry noted that one case should be created for each project of the state planning document.
