On Tuesday, January 24, the Cabinet of Ministers of Ukraine published a new version of the Procedure for conducting work related to the issuance of permits for emissions of pollutants into the atmospheric air by stationary sources, accounting of economic entities that received such permits (CMU Resolution No. 302).

Enterprises will be able to go all the way from submitting documents to obtaining a permit for emissions through the single ecological platform "EkoSystem", reports the Government portal.

The message emphasized that from now on in Order:

  • prescribed transparent mechanism for obtaining permission;
  • the terms are clearly regulated;
  • electronic interaction with the State Production and Consumer Service is provided for drawing up a conclusion on obtaining a permit;
  • step-by-step instructions for public participation in the process of issuing a permit for emissions and holding a public discussion have been established;
  • a clear mechanism for refusing to issue, canceling, reissuing, suspending and renewing the emission permit is defined;
  • digitization of the procedure is foreseen.

The Minister of Environmental Protection and Natural Resources of Ukraine, Ruslan Strilets, noted that the update of the Procedure was another step towards simplifying and improving the permitting procedures faced by enterprises.

"At the same time, this is a step towards improving environmental security, preventing and reducing air pollution, which is already negatively affected by constant enemy shelling and undermining of infrastructure," he emphasized.

It is noted that before the update of the Procedure, the preparation and approval of all materials for enterprises could take six months or longer. And the procedure for reissuing, renewing and suspending the permit was not defined at all. In addition, a clear procedure for considering comments from the public and holding public discussions was not established.

Earlier, EcoPolitic wrote, that the Cabinet of Ministers approved an experimental project on obtaining references on determination of background concentrations of pollutants in atmospheric air online through the "EkoSystem" platform. This will reduce the term of the service from 30 days to zero.

As EcoPolitic previously reported, in Kyiv it was created register of emission permits pollutants into the atmospheric air.
