In two years, the Ukrainian RTD will be integrated with the European one

The Cabinet of Ministers of Ukraine approved the Procedure for maintaining the National Register of Emissions and Transfer of Pollutants.

The registry will function as an accessible online service on the single platform EkoSystema, reports the Ministry of Environment Protection and Natural Resources.

The development of this document is a requirement of the Law "On the National Register of emissions and transfer of pollutants", which will enter into force on October 8, 2023. The order defines:

  • provisions on the functionality of the Register and the user's electronic account;
  • peculiarities of using the Register, requirements for creating and entering data;
  • the procedure for registration and features of entering data on facilities operated by operators, submission of reports and certificates on diffuse sources;
  • the procedure for registration of objects, submission of reports and certificates on diffuse sources by the involved bodies;
  • operator application forms.

"The register will function as a convenient online service on the "EkoSistema" web portal. So the public will have free access to information about every enterprise whose activities affect the environment. In this way, Ukraine will fulfill an important part of its international obligations – according to the Aarhus Convention and the Protocol on Registers of Emissions and Transfer of Pollutants. And this is a significant step on our country's path to the EU," said Ruslan Strilets, Minister of Environmental Protection and Natural Resources.

He added that in two years the Ukrainian RTD will be integrated with the European one. Ukraine will be able to exchange relevant, verified data with the EU and synchronize its environmental policy with the European one.

The message emphasized that in 2016, Ukraine ratified the Kyiv Protocol of the Aarhus Convention, committing to conduct its environmental policy openly, interact with citizens and involve them in solving environmental issues. The creation of a national PRTR was one of the requirements of the document.

It is noted that the state national PRTR will allow:

  • track emissions and transport of pollutants in time and space;
  • analyze emissions reduction and set priorities in reduction and elimination of potentially harmful emissions;
  • make effective decisions on prevention and reduction of industrial pollution;
  • will provide for the public free and convenient access to environmental information;
  • the public will be able to participate in the formation of state environmental policy in the field of emission registration.

Earlier, EcoPolitic wrote, that on September 20, 2022, the Verkhovna Rada approved in the second reading the government bill No. 6477 "On the National Register of Emissions and Transfer of Pollutants". In October, the document was signed by the President of Ukraine, Volodymyr Zelenskyi.
