Cabinet of Ministers approved a number of bills in field of environment

The government approved a plan to reduce methane emissions

The Cabinet of Ministers approved a number of norms in the field of the environment, including the draft law "On amendments to article 2 of the Law of Ukraine "On Scrap Metal".

The document establishes that the legislation on scrap metal consists of the Laws "On Waste Management", "On Scrap Metal" and other regulatory legal acts of Ukraine, Taras Melnychuk, a government representative in the Verkhovna Rada, reports on Telegram.

He said that the Cabinet of Ministers also approved the bill "On Amendments to Certain Laws of Ukraine to Improve Issues on the Protection and Use of Fauna and Flora." The document is intended to amend and bring a number of existing laws in line with the requirements of the laws "On the Permit System in the Sphere of Economic Activity" and "On Administrative Services", namely:

  • "On the plant world";
  • "On hunting economy and hunting";
  • "About the animal world";
  • "On the Red Book of Ukraine";
  • "On the licensing system in the field of economic activity";
  • "On the Protection of Animals from Cruelty";
  • "On fisheries, industrial fishing and protection of aquatic biological resources";
  • "On the List of Permissive Documents in the Sphere of Economic Activity".

Melnichuk noted that the government has made changes to the plan of measures to fulfill the obligations under the Treaty on the Establishment of the Energy Community (Decree of the Cabinet of Ministers of August 03, 2011 No. 733).

"The plan is complemented by additional measures to bring national legislation in line with EU law in the areas of electricity, energy efficiency, renewable energy, gas and climate change," he said.

Melnychuk stressed that also at the meeting to approve a plan of measures for the implementation of Ukraine's climate policy as part of participation in the global initiative to reduce methane emissions Global Methane Pledge.

The plan contains key activities for:

  • reduction of leaks and emissions of methane during the extraction, processing and transportation of natural gas and oil;
  • development of bilateral cooperation;
  • development of the potential for the production of biomethane from agricultural waste;
  • realizing the potential of capturing methane at landfills;
  • stimulation of separate collection, composting and processing of biowaste;
  • introduction of technologies for capturing and utilizing gas (methane) from coal deposits as part of the program for the fair transformation of coal regions;
  • conducting a study of EU and Ukrainian legislation to reduce methane emissions;
  • conducting studies on the volume of methane emissions in individual sectors and the potential for their reduction.

He added that the Cabinet of Ministers approved the Concept of the State Target Ecological Program for Environmental Monitoring. It defines the mechanisms, ways and means of proper functioning of the state system of environmental monitoring.
