More than 500 participants attended the training

The Ministry of Environmental Protection and Natural Resources has held an interactive training for business representatives on how to file waste declarations under the updated rules.

By February 20, the vast majority of companies in Ukraine must submit these declarations in peopleless mode, that is, without the participation of officials, the Ministry of Environment reports on Facebook.

It is noted that about 15,000 companies used to file such declarations. However, under the new rules, they have to report on the waste they generate:

  • generators or owners of waste, whose activities lead to the formation of hazardous waste;
  • owners of non-hazardous waste, the annual volume of which exceeds 50 tons (about 2-6 trucks of garbage);
  • enterprises that carry out waste processing operations.

"Such an innovation will greatly simplify the declaration submission procedure in the future, but now users have many questions," said Yevgenia Popovych, director of the Department of Digital Transformation, Electronic Public Services and Waste Management of the Ministry of Environment.

She explained that the experience of various countries was used to develop the service, where officials are at least minimally involved in submitting and processing declarations.

"The Ukrainian service is fully automated, so the developers must foresee many nuances in the operation of the system," Popovych emphasized.

It is noted that more than 500 participants attended the training. They were told about the general rules for using the service:

– Creating entries in the personal account:

  • advice on registration of production sites;
  • determination of the type of waste;

– Transfer of rights to authorized persons:

  • practical instructions on transferring the right to submit a declaration;

– Submission of specific information:

  • basic requirements for successful submission of information;
  • aspects that need to be taken into account when entering data into the declaration;
  • the procedure for signing and checking the correctness of the filling.

The message added that a number of individual situations were also discussed at the training. For example, how to declare the soil formed during dredging operations, or the used overalls of enterprises.

Earlier, EcoPolitic wrote, that in August the Cabinet of Ministers approved changes to the Procedure submitting a waste declaration which will strengthen control over the generation and movement of waste. From now on, the vast majority of companies in the country will submit such declarations.

As EcoPolitic previously reported, Ukrainian entrepreneurs were urged to prepare for the changes brought by Law No. 2320-IX "On Waste Management", in particular to carry out several preliminary stages.
