A criminal case has been opened in the Volyn region over a house built near Lake Chervysche on land belonging to the Lyubeshiv Forestry. The stylish building appeared on the site of a young forest that had been cut down, but forestry officials are not cooperating with the investigation.

The predecessors are to blame
The building was constructed during the full-scale war. Roads and utilities were laid to the modern house with panoramic windows and a landscaped courtyard.
Back in the fall of 2025, journalists from the Center tried to figure out who was involved in the luxurious development on the forestry's territory. Appeals to foresters and the then director of the Polissya Forest Office, Serhiy Chupryna, yielded nothing. The only thing that happened was that everything was blamed on previous managers, and the immodest house was simply called a hunting lodge.

Reaction of law enforcement agencies
The investigators' publication on unauthorized construction attracted the attention of the Kamin-Kashirsky District Prosecutor's Office. Prosecutors also tried to find out the origin of the building at the Polissky Forest Office, but in response they received accusations from their predecessors and complete disregard for the substance of the issues.
"The requested information was not provided by the Polissya Forest Office branch of the State Enterprise "Forests of Ukraine," and therefore it is impossible to determine who built the gazebo-hunter's lodge and the road leading to it, and on the basis of which permits. No such information was provided in response to the request of the district prosecutor's office dated October 22, 2025, No. 51-1022vih-25, sent to the State Enterprise "Forests of Ukraine," according to the court ruling quoted by "Sila Pravdy."
Criminal investigation
Unauthorized construction on the seized land plot became the basis for opening criminal proceedings on November 27, 2025. Investigators also suspect that the construction site may be located within a nature reserve.
At the end of December, the court granted investigators access to materials related to the construction. These include financial, licensing, and project documents, development projects of the Lyubeshivagrolis State Forestry Enterprise, and security documents of the Tobolivsky Zoological Reserve.
As reported in a previous article by "The Power of Truth," the construction is linked to the former head of the Polissya Forestry Office, Oleksandr Kvatirka. Despite a long trail of questionable "achievements," including criminal proceedings for illegal enrichment, he was transferred to the position of operational director of the state-owned enterprise "Forests of Ukraine," although he was later dismissed.
The cost of the "house" is estimated at UAH 1.5 million. An additional nuance is the ban on hunting during martial law. This calls into question the "hunting" functionality of the structure, built in 2023.
