The Committee on Environmental Policy and Environmental Management at its meeting on September 11 considered the draft Law No. 11310 "On the Basic Principles of State Climate Policy," agreed on its final version and recommended that the Verkhovna Rada adopt it in the second reading and in general.
This was reported by the Minister of Environmental Protection and Natural Resources of Ukraine Svetlana Grinchuk on Facebook.
She noted that its adoption is important for Ukraine's European integration, preparation for negotiations with the EU, as well as for fulfilling the conditions of the Ukraine Facility Program and receiving assistance from partner countries.
The head of Mindovkill is confident that Ukraine should structure its climate policy, identify its key directions and synchronize them with the European climate adaptation.
"In addition, climate policy and low-carbon development are our way of successfully restoring the economy, rebuilding the destroyed economy according to new standards," the official stressed.
Draft Law No. 11310 brings national climate legislation closer to European Union law, in particular Regulation (EU) 2021/1119, which establishes the basis for achieving climate neutrality, and Regulation (EU) 2018/1999 on the management of the Energy Union and mitigation of climate change.
It defines:
- basic principles of state climate policy;
- peculiarities of formation and achievement of state climate policy goals;
- principles of ensuring climate planning at the national, regional and local levels;
- features of reporting in accordance with the requirements of the United Nations Framework Convention on Climate Change and data collection for these purposes;
- the main principles of the national system for tracking the implementation of policies, measures and forecasting in the field of climate change.
