Communities in Zakarpattia Oblast are actively "carving up" land and developing land-use planning projects for plots located within the Svidovets Ridge and the Krasna Mountain Pasture. The Ust-Chornyanska and Yasinya village councils alone have prepared the necessary documents for 800 plots with a total area of over 8,000 hectares.
This was reported by the publication "Zakarpattia Online" after analyzing the decisions of the settlement councils’ sessions and data from the State Geocadastre.
"Tailoring" to legal requirements
Current legislation prohibits putting plots larger than 20 hectares up for land auction. Therefore, communities in Zakarpattia prudently "divided" the land into small fragments.
The Yasinya community in Rakhiv District began dividing the Svidovets Ridge in this manner in May 2025. At that time, the village council approved the development of land-use planning projects. By November, the division of the land and the change in its designated use had already been approved. As a result, 2,151.3 hectares of communal “reserve land” became land “for haymaking and livestock grazing.” In total, 430 plots are planned to be sold at auction.
“The land with outlines ‘for a resort’, where, above all, ski runs are visible on the slopes of the pastures, was already broken up earlier by the Rakhiv communities, even before the 2020s. Now they have re-parceled it to ensure each plot does not exceed 20 ha and thus comply with the above-mentioned law,” writes “Zakarpattia Online”.

The other part of Svidovets was “sliced” by the Ust-Chornyansky settlement council of Tyachiv District. Between October 2025 and January 2026, five plots totaling nearly 4,000 ha were partitioned. These were transformed into nearly 300 new plots with parameters suitable for sale. The council’s decision directly cites auction preparation as the reason for such subdivision.

Who are the lands being prepared for?
According to the publication, there are several major players who have already factored these lands into their business plans.
Construction of wind power plants. Even before subdivision, the three largest Svidovets plots were included in the technical planning assignment for the “UST-CHORNA EAST” wind farm. The investor for this energy project is LLC MC “Wind Parks of Ukraine.”
Notably, “Wind Parks” holds servitudes for two of the newly created land plots. Although these lands are designated “for mowing and livestock grazing,” a mast for wind measurement was installed there last summer.
The plans for another “Wind Parks” wind farm, “UST-CHORNA WEST,” included two plots on the Krasna pasture, which the Ust-Chornyansky settlement council split into 85 smaller lots. Two of the newly created plots are also used by the company through servitude. As media note, both previously held “reserve land” status. However, meteorological equipment was installed there even before permission was granted by the settlement council.

Resort Construction. Plans to create a mega-resort in Svidovets have existed since 2016. At that time, the initiative for the recreation area came from Skorzonera LLC owned by Ihor Kolomoiskyi and Hennadii Boholiubov. Urban planning documentation for the resort was also ready, but in 2024, the Supreme Court overturned the local administrations' decisions that had approved it.
However, the idea to develop the mountain ridge has not disappeared. Now it is being “pushed” forward by Bukovel LLC, which belongs to the family of Member of Parliament and former Kolomoiskyi business partner Ihor Palytsia. Currently, urban planning documentation is under development, including in the Ust-Chorna community.
“From the land subdivision on the ridge, it is clear that this project is similar to the previous one. According to the logic of known graphic materials, the existing Bukovel is planned to be merged with the proposed resorts ‘Bystrytsia’, ‘Turbat’, and ‘Svidovets’ into a single tourism conglomerate-monopoly,” the media note.
There is also fierce debate surrounding the construction of wind turbines on the Runa meadow. Wind Parks of Ukraine LLC is also involved in the wind power plant (WPP) development there. Despite public outrage and appeals from members of parliament, the Ministry of Economy, Environment and Agriculture issued an Environmental Impact Assessment (EIA) conclusion for the energy facility.
It was later revealed that the Ministry of Development recognized the construction of wind turbine foundations as standalone structures violated current regulations.
At the same time, the President of Ukraine responded to a petition calling for the urgent protection of the Carpathians and referred it to the government and the National Security and Defense Council.
