The new model for combating environmental crimes will continue to be tested through Environmental Control Points (ECPs). The government considers this pilot project to be effective and has therefore decided to continue its implementation and roll it out across all regions of Ukraine.
According to the Ministry of Economy, Environment, and Agriculture, the relevant changes have been incorporated into Resolution No. 1212.
Prevention, not a “punitive” function
In practice, ECPs embody a fundamentally new approach to environmental protection. Instead of working reactively, which begins only after a violation has been recorded, the new model allows for proactive action.
This project launched in the fall of 2025. The EICs are already operating within three districts of the State Environmental Inspection—Central, Polissya, and Southwestern.
Since their inception, environmental inspectors have conducted 224 raids, 873 patrols, and responded to 45 calls from citizens and the National Police. The Environmental Inspection Corps can detect and document violations in real time thanks to drones, modern technology, and mobile laboratories.
Expected effects
The Ministry of Economy believes that extending the experiment will help maintain environmental balance and strengthen the protection of the environment.
The environmental control points, which have already gained experience in patrolling and responding to incidents, will continue their work. In the future, these practices are planned to be scaled across all regions of Ukraine. Such crime-prevention measures are considered effective, so the authorities intend to safeguard the tested mechanisms.
“Our task is to roll out ECPs throughout Ukraine and make this practice systematic. We urge everyone interested to join the ECPs, as environmental inspectors represent a new face in the joint fight of the state and society for a clean environment,” stated Ihor Zubovych, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.
